Dear Mr. Denton:

The Environmental Protection Plan (EPP) calls for a Groundwater Monitoring Plan to be in place once low power testing above five percent (5%) power begins.

The intent of this program is to monitor and establish any effects of fresh water consumption on groundwater levels and quality.

In view of satisfying the EPP requirements, LILC0 will drill three wells as described in Attachment 1.

LILC0 intends to proceed with the drilling and trusts this will satisfactorily address the Groundwater Monitoring Program of the EPP.

Groundwater Monitoring Program Plan Pursuant to Section 4.2 of the Environmental Protection Plan (EPP), Environmental Monitoring and Other Requirements, a program will be established at the initiation of low power testing above 5% power and run for two years, to determine the effect of fresh water consumption on ground water levels and quality.

Water level readings will be taken and samples will be drawn for chloride analysis, quarterly.

Existing wells S-36836, S-36837 and S-36838 are station water-supply wells and are in current use.

LILCO reviewed the suit-ability of utilizing these on-site wells for water level readings and chloride content.

Though plant personnel routinely sample them for chloride analysis, these wells are not suitable for water level readings.

Therefore, in order to satisfy the requirements of the EPP, LILC0 will drill three monitoring wells and designate them M-1, M-2 and C-1 at the approximate locations shown on Figure 1.

The C-1 well will serve as a control well for comparison purposes.

Data will be maintained for up to five (5) years.

Any unusual occurences will be reported to the NRC as stipulated in Section 4.1 of the EPP.

There is no routine reporting requirement.

This program will assure that the operation of Shoreham does not adversely affect the water availability or quality of wells adjacent to the site.

Implementation of this program will be described in the Annual Environmental Operating Report.
