SUBJECT:
SECOND BIMONTHLY STATUS REPORT ON THE SAFETY-GOAL PROJECT PUR;'DSE :
To inform the Commission of the status of the project to develop a safety goal.
BACKGROUND:
In its approval of the Plan for Developing a Safety Goal, on October 14, 1980, the Commission requested that OPE submit bimonthly status reports.
(Memo from the Secretary to the Director, OPE et al., "SECY 379 -- Proposed Plan for Developing a Safety Goal,"
October 14,1980.) This is the second such report.
SUMMARY
The preliminary policy paper scheduled for submittal for Comission consideration on December 29, 1980, was submitted on that date (SECY-80-551).
It was discussed by the Commission in an open meeting on February 4, 1981.
The Commission requested OPE to proceed with its planned workshops and public meetings.

DETAILS:
. The preliminary policy paper was followed on December 30 by submittal to the Comm ssion of a supporting i
discussion paper (SECY-80-551A), intended to accompany the proposed Commission statement in the solicitation of Dublic comment.
. Also submitted to the Commission on December 30, as background information, were (a) a status report on related studies and (b) a draft report on the safety goal in historical perspective, prepared by the NRC Historical Office.
. The Commission statement of policy considerations, proposed with SECY-80-551, will be issued for public coment, along with tne supporting discussion (NUREG) 8108100 g f report, promptly upon receipt and incorporation o<
revisions directed by the Commission.

. Preparations are well along for the first workshop, scheduled for April 1 to 3.
Preparations for the public meetings, to be held in the spring, are in progress.
. William Parler, OELD, has been appointed to the Inter-0ffice Steering Group on Development of a Safety Goal as an additional member.
