Egsponse to N1C Generic Letter 89-08 This letter is to provide Detroit B3ison's response to NIC Generic Letter 89-08 (Reference 2) which was received on May 22, 1989. The Generic Letter 89-08 requested us to provide assurances that a program, consisting of systematic measures to ensure that erosion / corrosion does not lead to degrMation of single phase and two-phase high-energy carbon steel systems, has been implemented at Fermi 2.
Our response to the Generic Letter 89-08 is given below.
Detroit Edison has implemented a long term Erosion / Corrosion (E/C)
Program that provides assurance that the structural integrity of all high energy (single-phase and two-phase) carbon steel syste:rs is maintained. This is administratively controlled through procedure NEP-CT1-01, " Erosion / Corrosion Prediction, Detection, and Correction." The procedure prescribes the Fermi 2 program for predicting areas where carbon and localloy steel piping are nost susceptible to damage caused by high--energy single-phase, wet steam, and flashing flow E/C. Implementation of the F/C program predictive analysis is documentM in Design Calculation 4947.
The first examinations of piping for E/C damage were completed during the March 1988 LLRT Outage. These examinations were completM only two (2) months after achieving commercial operation. Seventy-eight (78) components were selected for examination based on the Detroit Edison analysis and review of operating experience reports from other plants. A larger nanber of components have been selectM for l
examination during the fall 1989 first refueling outage, including all l
of those initially selected in 1988.
