Change to the Independent Safety Engineering Groun Reportina Responsibilities

%e purpose of this letter is to inform you of a change to the Fermi 2 Indepedent Safety Engineering Group (ISEG) reporting responsibilities and Detroit Edison's basis for continued cmpliance with the associated 'mchnical Specification. Technical Specification 6.2.3.4 requires that the ISIG make detailed reemmendations on improving unit safety to the Chairman of the Nuclear Safety Review Group (NSIG). Per the Standard Technical Specifications the intent of this Technical Specification is that "the ISEG shall report on inproving unit safety to a corporate official in a technically oriented position who is not in the management chain for power production".

On January 24, 1989, the Cmmission issued Amndment 30 to the Fermi 2

'mchnical Specifications which changed the position of the executive who receives the ISE recommendations frm the Group Vice President to the current Technical Specification position of Chairman of the NSIG.

However, subsequent to the pcesent NSE Chairman's appointment to this position, this individual also assumed the duties of the Vice President of Nuclear Engineering and Services. Berefore, to assure the NSIG has a high degree of independence Detroit Edison's Senior Management has determined that a consultant should be appointed Chairman of the NSIG.

l Detroit Edison believes that having the line reporting structure of l

ISEG such that ISEG reports to a consultant is not a desirable change l

because the ISEG would not be reporting to a " corporate official in a technical oriented position". Berefore, until a revision to Technical Specification 6.2.3.4 is issued, the ISEG will report their I#

recommendations to the Chairman of the NSBG (in accordance with the l#

existing Technical Specifications) EM the Vice President of Nuclear l

Engineering and Services when the individual fulfilling this latter position is no longer also acting as Chairman of the NSIC. -%e line responsibility for ISEG will be to the Vice President of !bclear.
