Supplement to Technical Specification Change (License Amendment) - Appendix R Alternative

@utdown System Detroit Edison in Reference 2 submitted proposed Technical Specifications for the Appendix R Alternative Shutdown System. Based upon discussions with the NIC staff concerning the Reference 2 proposal, Detroit Edison is submitting the attached nodified Appendix R Technical Specifications. The modifications involve the ACTION and Surveillance Requirements for the power supply designated for Alternative Shutdown, C7G11 Unit 1.

The No Significant Hazards Consideration determination contained in Reference 2 remains applicable to the modified proposal. The Fermi 2 Onsite Review Organization has approved and the Ibclear Safety Review Group has reviewed the Technical Specifications and concurs with the enclosed determinations.

. Specification 4.7.11.2.

A mininum load requirement of at least 10 m _is_now specified. A loading of 10 m is just below the lower range of expected base load values, which vary with anbient.

temperature. Significant margin exists between the specified load of 10 m and power requirements during a plant shutdown which follows the Appendix R scenario. Attaining a 10 m load assures that the C'IG is operating properly and is not undergoing a degradation of performance whicn must be corrected.
