Subject:

' Witidrawal of Application for Technical Specification Change (License Amendment) - Noninterruptible Control Air System Pursuant to 10CFR2.107, Detroit Edison hereby requests that the Reference 2 License Amendment application be withdrawn. The proposed Technical Specifications for the Noninterruptible Control Air System, in most cases, explicitly applied the current requirements implicit in the Technical Specification definition of OPERABILITY by refering to the 'Ibchnical Specifications for systems supported by the Noninterruptible Control Air System. Further, the request proposed additional allowed outage time beyond the current requirements whenever a Control Air Compressor is inoperable and the associated subsystem receives air through a cross-tie from the other subsystem.

The additional time was proposed to reflect Fermi 2 design features which are not adequately a3 dressed by the definition of OPERABILITY.

Discussion with the NIC Staff has indicated that these proposed a3ditional allowed outage times will require additional justification in order to be found acceptable. Detroit Edison will pursue additional justification and re-apply for any desired Technical Specifications for the Noninterruptible Control Air System when justification is available. Unless such changes are requested and subsequently receive NIC approval, Detroit Edison will continue to f0 {
