Fermi 2 Conformance with the Provisions of 'IMI Action Plan Item II.K.3.28, " Verify Qualification of Accunulators on Automatic Depressurization System Valves."
Reference 2 requested Detroit Eison to provide additional information for the Automatic Depressurization System (ADS) valves. The sub]ect information pertaining to the Fermi 2 coupliance with provisions of
'IMI Action Plan Item II.K.3.28 was submitted per Reference 3.
Based on the NIC's review of Reference 3, additional information was requested by Reference 4.
Enclosed are Detroit Mison's responses to the g2estions transmitted by Reference 4.

- Ehclosure to NIC-87-0074 Page 2 NIC Westion 1 Define the nunber of times the ADS pneumatically controlled valve 4
is capable of cy: ling using only the accunulator inventory at each of the following drywell pressures:
a) atmospheric pressure b) 70 percent of design pressure Detroit Etlison Response to Westion 1 The primary containment pneumatic system has a highly reliable pneumatic supply. However, for performing this evaluation, a more conservative approach was assumed in that the pneumatic supply was unavailable and system leakage was assumed to be 0.016 SCEM per UFSAR Section 5.2.2.2.3 Page 5.2-14.
For atmospheric pressure, each accunulator has sufficient j
capacity for 2 actuations per hour for a total of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.
For the 70 percent of design pressure, each accunulator has sufficient caprity for 2 actuations per hour for a. total of 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
NIC Westion 2 4
Provide the length of time each individual ADS accunulator is capable of performing its function following an accident.
l Qgiroit Etlison Resoonse to Westion 2 i
As stated in response to Question 1 above, the accunulator alone -
is capable of performing its function for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> at 70 percent design pressure and for 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> at atmospheric pressure.
However, a fully cpalified nitrogen bottle connection and the safety related non-interruptible control air system, have been provided to the ADS accunulators. This pneumatic supply system i
will assure the function of the ADS-SWs for a mininum of 100 days.

Enclosure to NIC-87-0074 -
Pge 3 NIC Westion 3 Describe the location of the "qualifled connection located outside of secondary containnent to permit bottled nitrogen to be supplied as an additional backup" (from FSAR Section 5.2.2.3, Page 5.2.-14, Amendment 57). Include in the description a discussion of potential environmental concerns to assure reasonable personnel protection regarding the use of bottled.
nitrogen at and near the qualified connection when required to be needed and used.
Ostroit R11 son Response to Westion 3 The ADS-SWs are supplied by the Division I pneumatic supply i
system. This system is provided with a qualified connection outside the secondary containment. Specifically, the connection is located on the outside north wall of the reactor building near the northwest corner.
In addition, a second qualified connection is located on the outside south wall of the reactor building. This connection interfaces with the Division II pneumatic supply system. This system provides pneumatic force to eight non ADS-SWs.
With both of these connections located on the outside wall of the l
Reactor Building access is made easier and personnel exposure minimized.
NIC Westion 4 Provide the capability (in gallons) of an ADS accunulator.
Detroit Elison Desconse to Westion 4 The capability of each ADS accunulator is 146.6 gallons (19.6 cubic f t.).
