revising Technical Specifications to reflect revision of the criticality analyses and the rack utilization schemes for Regions 1 and 2 of the spent fuel racks as described in the South Texas Project Updated Final Safety Analysis Report (UFSAR) and the Technical Specifications.

in this submittal (Attachment 2) and is the subject of the attached safety evaluation. The safety evaluation meets the provisions stated in the SER (Reference 1) and includes the material f
specifically requested by the SER.

The revised criticality analysis was performed to allow credit for spent fuel pool soluble boron. The South Texas Project has concerns with the degradation of the Boraflex panels in the Spent Fuel Pool Region 1 racks. In response, spent fuel pool soluble boron concentration is maintained above 2500 ppm. Boraflex degradation has caused increased silica levels in the spent fuel pool.
Approval of this Technical Specification change will allow removal of the Region 1 Boraflex panels which will result in a reduction of the silica levels in the Spent Fuel Pool. The South Texas 9807130093 980707 PDR ADOCK 05000498 P

NOC-AE-000178 File No.: G20.02.01 Page 2 Project requests this amendment be approved by December 31,1998. An expedited review is requested to albw for removal of the Boraflex panels in 1999. The South Texas Project requests up to 90 days for implementation after approval to allow time for required documentation changes.
The required affidavit is included with this letter, along with the Safety Evaluation (Attachment 1),
which includes the description of the proposed changes, and the purpose for requesting the changes.
In addition, this letter contains a copy of the Spent Fuel Rack Criticality Analysis with Credit for Soluble Boron (Attachment 2) and the Spent Fuel Pool Dilution Analysis (Attachment 3) performed by Westinghouse for the South Texas Project. Also included is the No Significant Hazards Evaluation (Attachment 4), the marked up pages of the UFSAR for the revised spent fuel rack utilization plan (Attachment 5), and the marked up Technical Specifications pages (Attachment 6) associated with the proposed change.
A No Significant Hazards Evaluation has determined that there are no significant hazards associated with this change. The Nuclear Safety Review Board has reviewed and approved this change. South Texas has determined that this amendment request is eligible for categorical exclusion from environmental review per 10CFR51.22(c)(9). Additionally, in accordance with 10CFR50.91(b), South Texas Project is providing the State of Texas with a copy of this proposed amendment.
