Box 1002 6322 North FM 56 Glen Rose, TX 76043 Office: 254.897.6725 10 CFR 50.55a Request to Use Later Code Edition for Inservice Inspection (ISi) Proiµam and Primary Containment ISi Program In accordance with 10 CFR 50.55a(g)(4)(iv), "Applicable ISi Code: Use of subsequent Code editions and addenda," Vistra Operations Company LLC (Vistra) requests Nuclear Regulatory Commission (NRC) approval to use a later edition of American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code,Section XI, incorporated in 10 CFR 50.55a(a)(l)(ii), for the units identified above. Specifically, Vistra requests approval to use the 2019 Edition of the ASME BPV Code,Section XI for the ISi programs at each unit and the Primary Containment ISi program at Beaver Valley Power Station, Unit Nos. 1 and 2.
Vistra requests approval of the attached request by June 4, 2026, to allow implementation for spring 2027 refueling outages.

- 3. Proposed Subsequent Code Edition and Addenda (or Portion)
Pursuant to 10 CFR 50.55a(g)(4)(iv), Vistra Operations Company LLC (Vistra) requests permission to use the 2019 Edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code,Section XI for the lnservice Inspection (ISi) Programs for the units identified above and for the Primary Containment ISi Program at Beaver Valley Power Station, Unit Nos. 1 and 2. The 2019 Edition was incorporated by reference in the Federal Register (87 FR 65128) dated October 27, 2022. Vistra will apply all conditions applicable to the 2019 Edition of the ASME Code.
Vistra seeks to perform standardized fleet ISi and repair/replacement programs. The proposed change would provide, to the extent practical, a unified set of ISi requirements for the Vistra fleet of nuclear reactors. Having the fleet 10-year interval ISi Programs using the same Code of Record provides implementation benefits that will maintain the existing quality and safety and provides cohesive programs for the ISi repair/replacement programs.

- 4. Related Requirements 10 CFR 50.55a(g)(4)(iv) states:
lnservice examination of components and system pressure tests may meet the requirements set forth in subsequent editions and addenda that are incorporated by reference in paragraph (a) of this section, subject to the conditions listed in paragraph (b) of this section, and subject to Commission approval. Portions of editions or addenda may be used, provided that all related requirements of the respective editions or addenda are met.
10 CFR 50.55a(a)(1)(ii)(C) incorporates by reference Section XI, Division 1, of the ASME BPV Code 2019 Edition as approved in Reference 2. Vistra is requesting to use the 2019 Edition of ASME Section XI (all provisions). The 2019 Edition of ASME BPV,Section XI, includes all related requirements in this request.
- 5. Duration of Proposed Request The intent is to implement the 2019 Edition of ASME Section XI starting January 15, 2027.
The duration of this request is for the remainder of each site's ISi interval as provided in Section 2.
