Southern Nuclear Operating Company (SNC) hereby requests NRC approval for use of the provisions of a later edition of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code,Section XI, incorporated in 10 CFR 50.55a(a)(1 )(ii), for Vogtle Electric Generating Plant (VEGP) Units 3 and 4. Specifically, SNC requests approval for use of the 2019 Edition of the ASME B&PV Code,Section XI in its entirety for inservice inspection (ISi).

The enclosure to this letter provides the request to use those portions of a later edition of the ASME B&PV Code,Section XI related to ISi.

SNC requests approval of this request by September 30, 2025, to allow sufficient time for outage examination preparation for the Unit 3 second refueling outage.

4. Proposed Subsequent Code Edition and Addenda (or Portion):

Southern Nuclear requests NRC approval to use a later edition of the ASME B&PV Code,Section XI for the VEGP 3&4 lnservice Inspection (ISi) Program.

The ISi Program Code of Record at VEGP 3&4 is the 2017 Edition. The 2019 Edition was endorsed by NRC through reference in 10 CFR 50.55a (87 FR 65148, Oct. 27, 2022).

In accordance with 10 CFR 50.55a(g)(4)(iv), SNC requests permission to use the 2019 Edition of the ASME B&PV Section XI code, in full, for ISi Program Code of Record implemented during the remainder of the first ISi Interval for Units 3&4.

5. Related Requirements:

10 CFR 50.55a(g)(4 )(iv) states:

lnservice examination of components and system pressure tests may meet the requirements set forth in subsequent editions and addenda that are incorporated by reference in paragraph (a) of this section, subject to the conditions listed in paragraph (b)

Enclosure to NL-25-0111 of this section, and subject to Commission approval. Portions of editions or addenda may be used, provided that all related requirements of the respective editions or addenda are met.

SNC is requesting to use the 2019 Edition of the ASME Section XI Code in its entirety for inservice inspection.

6. Duration of Proposed Request The duration of this request will continue for site's lnservice Inspection interval.
