In Reference 1, Tennessee Valley Authority (TVA) requested an amendment to the Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3 Renewed Facility Operating License Nos. DPR-33, DPR-52, and DPR-68. The proposed amendment would modify Technical Specifications (TS) requirements to permit the use of Risk-Informed Completion Times in accordance with Technical Specification Task Force (TSTF)-505-A, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF [Risk-Informed TSTF] Initiative 4b. In Reference 2, TVA responded to a Nuclear Regulatory Commission (NRC) request for additional information and provided a supplement to that proposed amendment.
U.S. Nuclear Regulatory Commission CNL-23-027 Page 2 March 29, 2023 Subsequent to submitting Reference 2, TVA discovered a minor error in the TSTF-505-A, Revision 2 traveler that affects the TS markups provided in Reference 1. Specifically, the traveler establishes a new Example 1.3-8 for TS Section 1.3, Completion Times, in the NUREG-1433 markup. Example 1.3-8 specifies a Required Action (RA) B.1 Be in MODE 3 with a Completion Time of 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />. A 6-hour Completion Time is inconsistent with all other Be in MODE 3 RAs in NUREG-1433 and should be 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. It should be noted that the 12-hour Completion Time for Example 1.3-8 has been corrected in NUREG-1433, Revision 5.
Accordingly, TVA is taking an administrative variation to TSTF-505-A, Revision 2, to change the Example 1.3-8 RA B.1 Completion Time from 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. The revised TS markup insert reflecting this change is enclosed and is applicable to all three units at BFN.
There are no TS Bases changes associated with this supplement.
This letter does not change the no significant hazard consideration or the environmental consideration contained in Reference 1. Additionally, in accordance with 10 CFR 50.91(b)(1), TVA is sending a copy of this letter and enclosures to the Alabama Department of Public Health.
There are no new regulatory commitments contained in this submittal.
