SECY-22-0090: Duke Energy Request to Relocate the Emergency Operations Facility Approved X Disapproved Abstain Not Participating COMMENTS: Below X Attached None In SECY-22-0090, the staff recommends approval of Duke Energys request to relocate its Charlotte, North Carolina, emergency operations facility (EOF) to a new location, approximately 9 miles from the current location. The Duke Energy EOF supports all six of Duke Energys operating nuclear power plants - Brunswick, Catawba, McGuire, Shearon Harris, Oconee, and Robinson. The staffs evaluation determined that the new EOF will continue to satisfy NRC requirements and provide all necessary emergency response functions. The Federal Emergency Management Agency, North Carolina Emergency Management, and the South Carolina Emergency Management Division concur with the proposed EOF relocation. As such, I approve Duke Energys request to relocate its consolidated EOF.
In his vote on SECY-22-0090, Commissioner Wright recommends that approval authority for future EOF relocation requests be delegated to the staff. I agree with my colleague that the NRC staff has significant review experience in this area and sufficient criteria to evaluate these requests. I agree that the approval authority for future EOF relocation requests should be delegated to the Director of the Office of Nuclear Reactor Regulation, in consultation with the Office of Nuclear Security and Incident Response.
