ITAAC Closure Notification on Completion of ITAAC E.3.9.05.01.04 (Index Number 8521 Ladies and Gentlemen:

In accordance with 1 O CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item E.3.9.05.01.04 (Index Number 8521 for confirming the Technical Support Center (TSC) is located within the protected area, and no major security barriers exist between the TSC and the VEGP Unit 4 control room. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 1 O CFR 52.99.

Inspections/Tests/ Analyses 5.1 An inspection of the as-built TSC and OSC will be performed, including a test of the capabilities.

Acceptance Criteria 5.1.4 The TSC is located within the protected area, and no major security barriers exist between the TSC and the control room.

ITAAC Determination Basis Multiple ITAAC are performed to confirm that the licensee has established a technical support center (TSC) and an onsite operations support center (OSC). This ITAAC performs an inspection of the TSC location to confirm that the as-built TSC is located within the protected area, and no major security barriers exist between the TSC and the Vogtle Electric Generating Plant (VEGP) Unit 4 control room. As described in NUREG-0696, Functional Criteria for Emergency Response Facilities (Reference 1), there should be no major security barriers between the TSC and the control room other than access control stations for the TSC and control room.

An inspection (walkdown) was completed using TSC and protected area approved construction drawings and visual observations to confirm that the as-built TSC is located within the protected area. The inspection also documents the performance of a visual observation walkdown of the travel path between the VEGP Unit 4 control room and the TSC to confirm there are no major security barriers between the TSC and the control room other than the access control stations to the TSC and control room.

The inspection results are documented in Principal Closure Document SV4-ERF-ITR-800852 (Reference 2) supporting the Unit 4 ITAAC E.3.9.05.01.04 Completion Package (Reference 3) and verify that the TSC is located within the protected area, and no major security barriers exist between the TSC and the VEGP Unit 4 control room.

Reference 2 is available for NRC inspection as part of the Unit 4 ITAAC E.3.9.05.01.04 Completion Package (Reference 3).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC E.3.9.05.01.04 (Reference 3) and is available for NRC review.

U.S. Nuclear Regulatory Commission ND-22-0713 Enclosure Page 3 of 3 ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC E.3.9.05.01.04 was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
