Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRG) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) item 2.5.04.01 [Index Number 556]

for inspection of the as-built functional arrangement of the Data Display and Processing System.

The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments . Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

1. The functional arrangement of the DDS is as described in the Design Description of this Section 2.5.4.

Inspections/Tests/ Analyses Inspection of the as-built system will be performed.

Acceptance Criteria The as-built DDS conforms with the functional arrangement as described in the Design Description of this Section 2.5.4.

ITAAC Determination Basis An inspection of the as-built Data Display and Processing System (DDS) was conducted after completion of construction to confirm that the functional arrangement of the DDS is as described in the Design Description of Combined License (COL) Appendix C, Section 2.5.4. This inspection encompasses the structures, systems, and components (SSCs) identified in the COL Appendix C, Section 2.5.4, "Design Description".

The inspection (walkdown) was completed in accordance with procedure ND-RA-001-012 (Reference 1), which requires the preparation of a detailed inspection plan. This inspection plan includes the use of detailed drawings such as Piping and Instrumentation Drawings (P&IDs) , Single Line Elementary Drawings, or Equipment Layout Plan Drawings to perform visual observations and compare the as-built system to the Design Description.

The inspection results are documented in the Unit 4 Principal Closure Document SV4-DDS-ITR-800556 (Reference 2) supporting the Unit 4 ITAAC 2.5.04.01 Completion Package (Reference 3) and verify that the SSCs are physically arranged and located to perform the functions described in the Design Description. The inspection results confirm that the as-built DDS conforms with the functional arrangement as described in the COL Appendix C, Section 2.5.4, Design Description .

References 1 and 2 are available for NRC inspection as part of the Unit 4 ITAAC Completion Package (Reference 3).

IT AAC Finding Review In accordance with plant procedures for ITAAC completion , Southern Nuclear Operating Company (SNC) performed a review of findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC.

U.S . Nuclear Regulatory Commission ND-22-0674 Enclosure Page 3 of 3 Based on the above information, SNC hereby notifies the NRC that ITAAC 2.5.04.01 was performed for VEGP Unit 4 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
