Vogtte Electric Generating Plant Unit 3 ITAAC Closure Notification on Completion of ITAAC 2.7.03.03[Index Number 7101 Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC)of the completion of Vo^le Electric Generating Plant(VEGP) Unit 3 I Inspections. Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.7.03.03[Index Number 710].

This ITAAC confirms that Main Control Room (MCR)controls operate, and MCR displays are retrievable, for Annex/Auxiliary Building Nonradioactive Ventilation System Switchgear Room and Equipment Room fans. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI)08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC)requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

3. Controls exist In the MCR to cause the components Identified in Table 2.7.3-1 to perform the listed function.

4. Displays of the parameters identified in Table 2.7.3-1 can be retrieved in the MCR.

Inspections. Tests. Analvses Testing will be performed on the components in Table 2.7.3-1 using controls in the MCR.

Inspection will be performed for retrievability of the parameters in the MCR.

Acceptance Criteria Controls in the MCR operate to cause the components listed in Table 2.7.3-1 to perform the listed functions.

The displays identified in Table 2.7.3-1 can be retrieved in the MCR.

ITAAC Determination Basis Tests and inspections were performed to ensure controls exist in the Main Control Room (MCR) to cause the components identified in Combined License(COL)Table 2.7.3-1 (Attachment A)to perform the listed functions and to verify the displays of the parameters listed in Attachment A can be retrieved in the MCR.

Controls in the MCR operate to cause the components listed in Table 2.7.3-1 to perform the listed functions.

Testing was performed in accordance with Unit 3 Initial Test Program (ITP) Test Package Number SV3-ITAAC-ST-2.7.03.03, Work Order SNC922142,(Reference 1) to verify controls in the MCR operate to cause the components listed in COL Appendix C Table 2.7.3-1 (Attachment A) to perform the listed functions. At an MCR operator workstation, the Annex/Auxiliary Building Nonradioactive Ventilation System (VXS) Air Handling Units(AHUs) were started using Plant Control System (PLS) controls from the MCR. Inspection verified fan start status on the PLS monitor in the MCR and is documented in Test Package Number SV3-ITAAC-ST-2.7.03.03.

The Unit 3 test results, summarized in ITAAC Technical Report SV3-VXS-ITR-800710 (Reference 2), confirmed that controls in the MCR operate to cause the components listed in Table 2.7.3-1 to perform the listed functions.

The displavs identified in Table 2.7.3-1 can be retrieved in the MCR.

The inspection was performed in accordance with the Unit 3 Initial Test Program (ITP) Test Package Number SV3-ITAAC-ST-2.7.03.03, Work Order SNC922142,(Reference 1)for VXS component indication verifications, and visually confirmed that when each of the displays of parameters Identified in Attachment A was summoned at an MCR workstation, the summoned plant parameter appeared on a display monitor at that MCR workstation.

References 1 and 2 are available for NRG inspection as part of the Unit 3 ITAAG 2.7.03.03 Completion Package (Reference 3).

ITAAC Finding Review In accordance with plant procedures for ITAAG completion, Southern Nuclear Operating Company(SNG) performed a review of all ITAAG findings pertaining to the subject ITAAG and associated corrective actions. This review found there are no relevant ITAAG findings associated with the ITAAG. The ITAAG completion review is documented in the ITAAG Completion Package for ITAAG 2.7.03.03(Reference 3)and is available for NRG review.

ITAAC Completlon Statement Based on the above information, SNG hereby notifies the NRG that ITAAG 2.7.03.03 was performed for VEGP Unit 3 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of this ITAAG are being maintained in their as-designed, ITAAG compliant condition in accordance with approved plant programs and procedures.
