Southern Nuclear Operating Company Vogtle Electric Generating Plant Unit 3 ITAAC Closure Notification on Completion of ITAAC 2.2.05.01 [Index Number 2521 Ladies and Gentlemen:
In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 3 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.2.05.01 [Index Number 252].
This ITAAC verified the functional arrangement of the as-built Main Control Room Emergency Habitability System (VES) is as described in the Design Description of Combined License (COL)
Appendix C, Section 2.2.5. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.
This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

- 1. The functional arrangement of the VES is as described in the Design Description of this Section 2.2.5.
Inspections. Tests. Analyses:
Inspection of the as-built system will be performed.
Acceptance Criteria:
The as-built VES conforms with the functional arrangement described in the Design Description of this Section 2.2.5.
ITAAC Determination Basis An inspection of the as-built Main Control Room Emergency Habitability System (VES) was conducted after completion of construction to confirm that the functional arrangement of the VES is as described in the Design Description of Combined License (COL) Appendix C Section 2.2.5. This inspection encompassed the structures, systems, and components (SSCs) identified in the COL Appendix C Section 2.2.5, Design Description, including Figure 2.2.5-1 and Table 2.2.5-6.
The inspection (walkdown) was completed in accordance with ND-RA-001-012, Functional and Physical Arrangement Scoping Process (Reference 1), which required the preparation of a detailed inspection plan. This inspection plan included the use of detailed drawings such as Piping and Instrumentation Drawings (P&IDs) or Single Line Elementary Drawings to perform visual observations and compare the as-built system to the Design Description.
The inspection results are documented in the Unit 3 Principal Closure Document (Reference 2) supporting the Unit 3 ITAAC 2.2.05.01 Completion Package (Reference 3) and verified that the SSCs are physically arranged and located to perform the functions described in the Design Description and referenced figure and table. The inspection results confirm that the as-built VES conforms with the functional arrangement as described in the COL Appendix C Section 2.2.5, Design Description.
The Principal Closure Document is available for NRC inspection as well as the ITAAC 2.2.05.01 Completion Package.
U.S. Nuclear Regulatory Commission ND-20-1189 Enclosure Page 3 of 3 ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review Is documented In the ITAAC Completion Package for ITAAC 2.2.05.01 (Reference 3) and Is available for NRC review.
ITAAC Completion Statement Based on the above Information, SNC hereby notifies the NRC that ITAAC 2.2.05.01 was performed for VEGP Unit 3 and that the prescribed acceptance criteria are met.
Systems, structures, and components verified as part of this ITAAC are being maintained In their as-designed, ITAAC compliant condition In accordance with approved plant programs and procedures.
