RUPTURE OF A LARGE SANITARY WATER LINE On September 21, 1999, at aaproximately 7:30 a.m.(CDT), a large sanitary water line ruptured at the )ortsmouth Gaseous Diffusion Plant causing a

. loss of sanitary water to the plant. The leak was stopped at 9:42 a.m.

(CDT).

The plant staff estimated that approximately 275,000 gallons of chlorinated water, which leaked from the broken pipe, flowed through a plant outfall-into Little Beaver Creek. There was no radioactive contamination from the plant in the water, and no personnel injuries associated with the event.

Some operating equipment, affected by the loss of sanitary water, was shut down. Most plant water needs are being satisfied by the remaining sanitary water line. -Normal operations of the enrichment processing system were not affected, and the plant continues to operate safely.

There was no impact on the fire suppression systems, i.e.. fire sprinkler systems, in the-enrichment processing facilities. Fire watches were established for secondary buildings that were affected by loss of sanitary water to fire s)rinklers. Plant staff will address any future

. issues associated with tie broken water line.

The resident inspector monitored the plant's response to the incident.

The State of Ohio. Ohio EPA, U.S. EPA, and NRC operations center were contacted.-
