Operational Readiness Plan l-As stated in our letter dated February 26,1997,m Northeast Nuclear Energy Company (NNECO) hereby transmits for Millstone Unit 2 the Operational Readiness Plan (ORP),
j Revision 1. The ORP covers three key phases of activities at Millstone Unit No. 2: Readiness '
For Restart, Startup and Power Ascension, and Performance improvement. The ORP has been completed for the Readiness for Restart Phase at this time. The entire plan will be j
completed as part of the Readiness for Restart activities. The list of currently open items that can be safely deferred until after restart will be addressed in the Performance !mprovement phase of the ORP.

It should be noted that the ORP Performance improvement phase will be a' long-term commitment to excellence. The determination that standards are sufficient for Readiness for Restart will be made from a review of overall performance as collectively exhibited by key l
performance indicators, self-assessment, and the completion of the items identified in our February 26,1997 letter.
