at the conclusion of the inspection on November 17, 1978. The scope and findings of the inspection were summarize . Organization, Logs and Records An inspector verified that the Lynchburg Pool Reactor (LPR) organization and staf f responsibilities are as described in Section 6.1 of the LPR Technical Specifications. A review of the operating logs also verified that various operations were conducted by the required licensed personne A representative sample of the LPR operating logs, maintenance logs, surveillance record log, and facility checklists for the period from September 1, 1977, through November 15, 1978, were reviewed to verify that Technical Specifications, procedures, and applicable regulatory requirements were me No items of noncompliance or deviations were identifie . Review and Audits The membership of the Safety River Committee (SRC) was reviewed and verified to meet the requirements of Section 6.2 of the LPR Technical Specifications. An inspector also reviewed SRC meeting minutes for the twelve-month period ending November 15, 1978, for meeting frequency, attendance and required review as described in Section 6.2 of the LPR Technical Specification No items of noncompliance or deviations were identifie . An inspector reviewed the irradiatics log for experiments performed in the LPR during the period August 30, 1977, through November 15, 197 It was determined that experiments had been reviewed, approved and evaluated in accordance with 10 CFR 50.59. One major experiment involved radiographing irradiated stainless steel spiders from control rod assemblies removed from the Crystal River 3 reacto No items of noncompliance or deviations were identifie ' Refueling The LPR Core was unloaded on January 12, 1978, to perform the annual fuel inspection and was reloaded on February 14, 1978. The results of the fuel and reflector inspection were reviewed. It was also verified that following the fuel reload the shutdown margin, scram logic delay time, and safety rod drop timec were determine No items of noncompliance or deviations were identifie . Procedures An inspector reviewed the Lynchburg Pool Reactor Standard Operating Procedures to determine if procedures were written, reviewed, maintained and approved as required by Technical Specification Section 6.4. Operating procedures were also reviewed for conformance to applicable Technical Specifications. The inspector reviewed selected completed procedure checklists and discussed the implementation of checklists with licensee's representative No items of noncompliance or deviations were identifie . Surveillance O An inspector reviewed the licensee's program to perform surveillance itess required by Technical Specification Section 4.0 and to maintain records required by Technical Specification Section 6.5. Surveillance tests specified in Section 8 of the Standard Operating Procedure manual were reviewe The inspector requested the licensee to provide the basis for the constants utilized in the power calibrations procedures. The licensee recalculated these constants and provided the assumptions utilized which demonstrated the validity of these constant The inspector has no _

and 50-99/78-04 1 IE Circular Follow-up IEC 77-14, Separation of Contaminated Water Systems From Non-Contami-nated Plant Systems. It was verified that the licensee had reviewed this l circular for the LPR and CX-10 facility. There are three interconnections between contaminated and non-contaminated water' systems. The systems were separated by a single check valve and a hose disconnected in each  ;
