STN 50-498, STN 50-499 FinaHzed Graded Ouality Assurance Operations Ouality Assurance Plan In accordance with 10CFR50.54(a), the South Texas Project submits the attached revision of the South Texas Project Operations Quality Assurance Plan (Attachment 1).
This revision incorporates the methodology for implementation of the South Texas Project's Graded Quality Assurance Progrant. This revision includes responses to the " Requests for Additional Information,"
provided to the South Texas Project by your Staff. provides a summary of changes from this OQAP submittal to the previous OQAP version provided to you on January 21,1997 (ST-HL-AE-5545). Items denoted in " italics" are changes since the draft submittal that was provided to Nuclear Regulatory Commission on May 21,1997 (ST-HL-AE-5655).
The enhancements made to the Operations Quality Assurance Plan represent an overall improvement to the Quality Assurance Program.
In the spirit of the Nuclear Regulatory Commission's interpretation of what constitutes a " reduction in commitment," this OQAP revision is being submitted as such. We believe, however, that this is an acceptable and necessary reduction, and that it will improve the overall safety of the plant. In addition, the South Texas Project has reviewed the revision and has determined that there are no unreviewed safety questions. An effective date will be established following approval from the Nuclear Regulatory Commission, to allow time for appropriate changes and necessary training for plant personnel.
4 The implementation of the South Texas Project Graded Quality Assurance program will allow the South Texas Project to allocate resources and focus attention on items of high safety-significance and reduce resources spent on lesser safety-significant items. This savings associated with the implementation of the South Texas Project Graded Quality Assurance Program will be at least
$10),000, the minimum required for consideration as a Cost Benefit Licensing Action.
