l Descriotion of Proposed Revision l

Technical Specification Table 2.2-1_ Notes 1 and 3 define the values for the constants -

i used in the Overtemperature Delta T (OTAT) and Overpower Delta T (OPAT) Reactor

Trip System instrumentation setpoint calculators. This proposed revision to Technical Specification redefines the numeric constants with either "# or "2:", modifies the notes to reflect hardware modifications that were made during construction, moves the ATo term from the right side of the OTAT and OPAT algorithms to the left side, rewords the j

definitions for clarity, and expands the Bases description.

Plant Ooerations Review Committee and Nuclear Safety Assessment Board Review The Plant Operations Review Committee and the Nuclear Safety Assessment Board have reviewed this proposed amendment request and concur with the contained determinations.

State Notification in accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment to ensure their awareness of this request.

Schedule Reauest for NRC Acoroval NNECO requests NRC review and approval of this proposed revision by October 24, 1997, and that the license amendment be effective upon issuance with implementation within sixty (60) days.
