Arkansas Nuclear One - Unit 1 Docket No. 50-313 License No. DPR-51 ANO-1 Snubber Technical Specification Change Request in Response to NRC Generic Letter 84-13 Gentlemen:

Your Generic Letter 84-13 dated May 3, 1984 (0CNA05'8403) stated that the NRC has reassessed the inclusion of snubber listings within the Technical Specifications and cencluded that such listings were not necessary, provided the snubber technical specification was modified to specify which snubbers were required to be operable. Your letter indicated that no change in existing technical specifications that included a list of snubbers is required, however, a licensee may choose to delete the tabular listing of snubbers from its technical specifications.

We have reassessed our snubber technical specifications in view of Generic Letter 84-13 and the results of our recently completed ANO-1 baseline surveillances of safety-related hydraulic and mechanical snubbers. As a result, we hereby submit the erclosed ANO-1 Technical Specification revisions to delete the snubber listings as provided by Generic i Letter 84-13.

Also enclosed is our declaration of no Significant Hazards Consideration and our check for $150 as the appropriate application fee in compliance with 10CFR50.91(a) and 10CFR170.12(c), respectively.

Finally, pursuant to 10CFR50.91(b), a copy of this amendment package is being sent to Mr. E. Frank Wilson, Director of the Division of Environmental Health, Arkansas State Health, Department. The circumstances of this proposed amendment are not exigent or emergency.

I BASIS FOR PROPOSED NO SIGNIFICANT ,

HAZARDS CONSIDERATION DETERMINATION j The proposed change has been reviewed against the criteria of 10CFR50.92, namely that the proposed change would not:

(1) Involve a significant increase in the probability or consequences of an accident previously evaluated; or (2) Create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) Involve a significant reduction in a margin of safety.

The proposed change does not involve a change in the configuration of ANO-1. Thus, it does not increase the probability or consequences of an accident, nor does it introduce the possibility of a new or different kind of accident from any previously evaluated.

We have concluded that the deletion of snubber listings from the technical specifications will not alter the scope or type of testing required, nor change the operability requirements for applicable snubbers. It should also be noted that the record keeping requirements of the existing technical specifications are not altered by this revision. Thus, there would be no significant reduction in the margin of safety.

Since this request is consistent with the NRC's Generic Letter 84-13 and on the basis of the above discussion, Arkansas Power & Light Company has determined that the proposed ANO-1 technical specification amendment does not involve a significant hazards consideration.
