Gentlemen:

On April 9, 1997, Entergy Operations requested enforcement discretion from the requirements of Arkansas Nuclear One, Unit 1 (ANO-1), Technical Specification (TS) 4.18 regarding surveillance of steam generator tubes (ICAN049702). The enforcement discretion was requested to allow sufficient time for the submittal and NRC review and approval of an exigent technical specification change request for a one-time exception to the requirements of Section 4.18.5.b. The change request, which would allow tubes with intergranular attack indications with potential through-wall depths greater than the plugging limit contained within the steam generator upper tube sheet to remain in service for the remainder of cycle l

Notice of Enforcement Discretion No. 97-6-009 to Entergy Operations to not enforce compliance with ANO-1 TS 4.18.5.b until May 7,1997, at 3:35 CDT, or until an amendment to TS 4.18.5.b is issued, whichever is sooner (ICAN049703).

l During a teleconference with the NRC staff on May 2,1997, Entergy Operations was requested to submit a revision to the original TS change request to reduce the limit specified l

in Section 3.1.6.3.b for leakage through the steam generator tubes of any one steam j

generator. The limit would be reduced from 500 gallons per day (gpd) to 144 gpd for the remainder of cycle 14. The proposed wording for the revision is included in the attachments.

l Compliance with a conservative 144 gpd leak rate limit was included in the compensatory actions discussed in the original TS change request. The no significant hazards determination il included in the original submittal remains bounding.
