Chanoes to Bases Section 3.7.B and 4.7 (PTSCR 1-17-96)

Northeast Nuclear Energy Company (NNECO) is providing the NRC Staff with changes to Bases Sections 3.6, 3.7.8 and 4.7 for information only. These changes have been reviewed and approved by the Millstone Unit No.1 Plant Operating Review Committee.

Description of Chanos Bases Section 3.6 - Thermal Limitation i

The change to Bases Section 3.6 will increase the allowable number of plant heatups and cooldowns from 120 to 260 for the Millstone Unit No.1 reactor i

pressure vessel. The Millstone Unit i reactor vessel is designed to resist the stresses and fatigue due to thermal cycling over a 40-year service life.

j This change is made to reflect the actual number of cycles anticipated through the end of current licensing term for Millstone Unit No.1. The change in numerical limits on operating transients does not alter any operating requirements.

Bases Section 3.7.B - Standby Gas Treatment System (SGTS)

The changes to Bases Section 3.7.B provides an updated testing standard for the SGTS high efficiency particulate absolute (HEPA) filter and charcoal adsorbers. The changes to the bases section provides additional clarification when the SGTS in-place leak test is required. The changes to the SGTS HEPA filter and charcoal adsorber test standards do not alter any operating requirements.

Bases Section 4.7 - Primary Containment, Standby Gas Treatment System, Secondary Containment The changes to Bases Section 4.7 will not change the Technical Specifications requirements, design basis, or assumptions in the dose consequence calculations. This change will add a more conservative bases for the charcoal moisture content, in addition, the requirements of ANSI /ASME N509-1980, Table 5-1 has been applied to the new charcoal adsorber replacement instead of the Regulatory Guide (RG) 1.52, Table 1.

The RG does not address the charcoal physical property requirements in as much detail as the information described in ANSI /ASME N509-1980.

j This change is made to include more conservative and realistic data. The change to this section does not alter any operating requirements.

Please note due to pagination, pages B 3/4 7 6a, B 3/4 7-8a, and B 3/4 7-9a have been deleted.
