Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Inspection Report (313/8510; 368/8510)

Gentlemen:

The Arkansas Power and Light Company has received your letter of June 24, 1985 (OCNA068514) regarding deficiencies noted during the inspection of activities associated with the 1985 radiological emergency preparedness exercise.

We have evaluated the deficiencies and our corrective action is as follows:

NRC Finding (313/8510-05; 368/8510-05)

The capability to downgrade and reclassify the accident following mitigation 1 of the accident was not demonstrated. '

AP&L Response The decision to terminate the 1985 exercise, while still at a General Emergency, was made due to practical considerations arising from the ,

time-frame and duration of the scenario. The exercise, coupled with the I normal work day already put in by the exercise participants, created a l situation where many employees were approaching the contract limit for the l number of hours which may be worked in a twenty-four (24) hour period. It l was recognized by AP&L that such action would not be taken in responding to an actual emergency. The capability to downgrade and re-classify an incident will be demonstrated as part of the 1986 radiological emergency preparedness exercise.

The EOF communications system did not adequately support communication with off-site agencies.

AP&L Response AP&L recognizes the requirement for open-line communication with the NRC and has provided the equipment and personnel for such. We have interpreted this requirement as open-line communication to the AP&L emergency response center which has responsibility for Notification, Dose Assessment, and Protective Action Recommendations.

When open-line communication was established (during the last exercise) from our Emergency Operations Facility (E0F) with the NRC, we were requested to

! also maintain an open-line with the Control Room. This presented a difficulty to our staff as insufficient personnel were provided to support an additional open-line.

We discussed this situation during the exit interview however, some confusion still exists as to the exact communications needs necessary to

'1 support the NRC. We understand that you offer some training in this area and we will be contacting you in the near future to schedule that training.

Upon completion, we will evaluate our E0F communication staff (in view of the training) to assure that an adequate level of support is available to meet your needs.

Offsite radiological monitoring team members did not demonstrate adequate radiological protection procedures during the exercise.

AP&L Response Radiological protection procedures will be stressed in radiological emergency response training for field monitoring teams. Exercise participants will be instructed to demonstrate an awareness of proper radiological protection practices in cases where actual performance, because of exercise constraints, is impratical.
