Proposed Revision to Technical Specification l

Hydroaen Monitor Surveillances (PTSCR 3-11-96)

Pursuant to 10CFR 50.90, Northeast Nuclear F'9rgy Company (NNECO) hereby proposes to amend Operating License NPF-49 by incorporating the attached proposed changes into the Millstone Unit No. 3 Technical Specifications 4.3.3.6 and 4.6.4.1.

l Description of Proposed Chanae Technical Specification Surveillances 4.3.3.6 and 4.6.4.1. require that the hydrogen monitors be periodically tested. The proposed changes to the surveillances are to increase the testing of the monitor's hydrogen sensor, correct inconsistencies between l

surveillances, and make changes to the bases of the surveillances.

l Markup of Proposed Chances A copy of the marked up Technical Specification pages are contained in Attachment 2.

The markup reflects the currently issued revision of the Technical Specifications.

l Pending Technical Specifications changes or Technical Specification changes issued subsequent to this submittal are not reflected in the enclosed markup.
