SUBJECT:
Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Proposed Changes to Specification 6.5.2.2 and Figure 6.2-2
Dear Mr. Knighton:
In our letter of December 20, 1985 (2CAN128507) we submitted changes to our Technical Specifications as a result of a proposed reorganization of our Nuclear Operations Department.
Upon your staff's review of our submittal, changes were requested to our proposed Technical Specifications.
These changes are to reference ANSI /ANS-3.1-1981 in our requirements for Safety Review Committee Membership, add additional detail to the operations organization in Figure 6.2-2, arid to further describe the changes in the organization in our description of the amendment request.
Attached is revised Figure 6.2-2, Section 6.5.2.2, and our Description of Amendment Request to supplement our stabmittal of December 20, 1985.
As these changes do not affect the Basis for No Significant Hazards Consideration Determination, a new determination is not required.
This is a supplement to a previous submittal still under review, therefore no application fee is remitted.
8602190263 860207 Very truly yours, PDR ADOCK O M8 P

Description of Amendment Request This. Technical Specification change request is submitted as a result of a proposed reorganization of AP&L's Nuclear Operations Department.
This reorganization change will result in changes to figures 6.2-1 and 6.2-2 as well as the title references in the text of the Technical Specifications.
Changes to Specification 6.5.2.2 will result in referencing the functional descriptions of the personnel required on the SRC rather than the jcb titles as is now done.
This will reduce the neec for future Technical Specification changes due to minor restructuring of the argani: 1tian and title changes.
Additionally Specification 5.5.2.S is being changea ta te consistent with tne Standard Tecnnical Specific 3ticr..
One change in the organization that should be noted is the cansa?i dation of the three (3) quality organizations at ANO and the ganerai of fices in Little Rock.
The current ES Quality Assurance Section recorting to tha Uice: tor, Energy Supply Ser/ ices, tne Aho Canstructian Quality cantrol :ect:ao reporting to the ANO Field Construction Mar.lger. And tne Nuc!ur Q ality Contro' Section recorting to tne ANO General Manacer will ail now eatort to the Nuclear Quality General Manager, who oill r3pdct directly ta tN Cce President, Nuclear Operations.
These changes eliminate fragmented responsibf!ities for quality activities and elevate the recorting level of tne quality organi:1 tion ta a higner level of management.
In order to increase the invol /enent of the quality organization in plant activities, the Nuclear Quality Generti Rinager wil!
have interface witn the Of rectne, Sita Nuclear Operations in daily communications.
However, in ceder ta maintain the independenca of tne quality organi:ation, the Nuclear Quality Geaeral vanager reports ta the Vice President, Nuclear Operationi.
The proposed enange; provide for t,e ~
on-site QA group to perform 311 interaal auditi inc;udi ; tncia o' tie c ner quality groups.
The Nuclear Quality Gene'3! Ma n;e recarti to the lice President, Nuclear Operations.
he has interface 4ftn :ne Director. Site Nuclear Operations in daily communications, and has dire: access to the Senior Vice President, Energy Supply on ar.y matters :ancernir4; Nuclear Qua l i ty.
The Director, Site Nuclear Operations is a new position with caertil responsibility of the site.
This position is broader in ;coce thin tne f
previous ANO General Manager position in tnat it nas responsibilities for functions that were outside the scope of the ANO General Manager position.
l The more on-line functions of the ANO General Manager will now be accomplished by two General Managers acting under the direction of the Director, Site Nuclear Operations.
In addition, the Plant Modification r
Manager and Special Projects Manager also report to the Director, Site Nuclear Operations.
Of the four proposed positions reporting to the Director, Site Nuclear Operations, three are naw.
