Northeast Nuclear Energy Company (NNECO) in a letter dated February 5,1996, provided the Nuclear Regulatory Commission (NRC) Staff with changes to Bases Sections 3/4.7.7 and 3/4.7.8 that were reviewed in accordance with the provisions of 10CFR50.59 and approved by the Millstone Unit No. 3 Plant Operating Review Committee.
The Bases Section changes were submitted to the NRC Staff for

1 The purpose of this letter is to provide the NRC Staff with additional changes to Bases Sections 3/4.7.7 and 3/4.7.8 that have been reviewed in accordance with the revisions of 10CFR50.59 and approved by the Millstone Unit No. 3 Plant Operations Review Committee. The Bases Section changes are submitted to the NRC Staff for information only.
Description of Chance The changes to Bases preges B 3/4 7-10 through B 3/4 7-14, B 3/4 7-17, and B 3/4 7-18, shown in Attachment 2l modified the wording on the Bases pages to be consistent with the word ',g contained in Technical Specifications 3/4.7.7 and 3/4.7.8, corrected' a typographical error, and added references.
The retyped pages are provided in Attachment 3.

NNECO requests that the NRC Staff's official distribution of the changes to Millstone Unit No. 3 Bases Section 3/4.7.7 and 3/4.7.8 contained in NNECO's February 5,1996 letter be modified by replacing pages B 3/4 7-10 through B 3/4 7-18 with pages from this submdtal.
