The purpose of this letter is to formally transmit several of the basis documents for LCA 239, which requested amendment of Facility Operating (Possession Only) License No. NPF-1. LCA 239 proposed to authorize the thermal processing of spent fuel pool debris in the Fuel Building.

j is Scientific Ecology Group, Inc. (SEG) " Trojan Proof of Principle Test Summary" (SEG/TRJ/ PRO-030, dated March 4,1997). Attachment 3 is SEG " Hydrogen Analysis of Residue Protocol" (SEG/fRJ/ PRO-006, dated September 5,1996). This infonnation is being provided to facilitate the review of LCA 239.
