Waterford 3 SES Docket No. 50-382 License No. NPF-38 EMERGENCY PLAN IMPLEMENTING PROCEDURES Enclosed are copies of the latest issues of some of the Waterford 3 Emergency Plan Implementing Procedures. This transmittal consists of two revised and one changed procedures. None of the revisions decrease the effectiveness of the emergency plans. The procedure revisions are submitted in accordance with Appendir E of 10CFR50.
Included in this submittal are the following:

EP-3-020. Emergency Preparedness Drills and Exercise, Revision 4.
2.
EF-4-010 Toxic Chemical Contingency Procedure, Revision 1.
3.
EP-4-020, Backup EOF Activation, Operations, and Deactivation During a Toxic Chemical Emergency, Revision 0, Change 2.
l Procedure EP-4-010 contains ccmmercial information on toxic chemicals and it is requested that the procedure be withheld from public disclosure pursuant to 10 CFR 2.790(a). Attached is the affidavit for withholding from public disclosure required by 10 CFR 2.790(b)(1).
