Dear Mr. Martin:
By letter dated August 1, 1984 (reference ST-HL-AE-1111), Houston Lighting & Power Company (HL&P) submitted an evaluation and a comprehensive report on the South Texas Project (STP) Phase II Anchor Bolt Program.
In our letter of August 1, 1984, HL&P committed to provide a follow-up report on Phase II activity 2 by January 21, 1985.
In accordance with that commitment, attached is the Aptech Engineering Services Report, "The Evaluation of the Integrity of Embed Systems at the South Texas Electric Generating Station".
The objective of activity 2 was to demonstrate that the available load capacity of ASTM A193-87 anchor rods welded to embedded plates of A36 material is adequate to satisfy the required design loads. The result of the Aptech evaluation concluded that the available load capacity of ASTM A193-B7 anchor rods welded to embedded plates of ASTM A36 material is adequate as delineated in the attached report.
In addition, Table I of Attachment B to our August 1, 1984 letter identified several activities that would be completed in order to support ac'.ivity 2.
Based upon the above conclusion, we have determined that act.'vities 2 through 7 of the subject table are no longer required.

r ST-HL-AE-1176 File No.: G12.13, Houston Lighting & Power company C10.9.1 Page Two This submittal completes our Phase II Anchor Bolt Program. We have detennined that the safety of the plant is not impacted based upon the results of activities 1, 2, 3, 4, 5 and 7 associated with the Phase II Anchor Bolt Program. Activity 6 concerns the adequacy of the present records control system, and as stated in our August 1, 1984 letter, additional records reviews will be ongoing until April of 1986. The closure of activity 6 should be treated separately from the anchor bolt deficiency.
Lastly, the report entitled " Technical Evaluation of Anchor Bolts and Embedded Rods", transmitted to your office by letter dated March 30, 1984 (reference ST-HL-AE-1075) in support of the Phase I Anchor 'olt Program, will be supplemented to provide additional-references to nonconformance reports (NCR's) and their disposition.This supplement will be submitted no later than April 30, 1985.
