Dear Mr. Quay:
Please find enclosed the AP600 Shutdown Evaluation Report (SDER) outline. This outline, which incorporates NRC review comments on the draft, represents what Westinghouse will provide with respect to addressing NUREG-1449 concerns. The format and content presented in this outline were deemed adequate as a guideline for satisfying the documentation requirements related to shutdown and low power operations. Westinghouse will provide this report by February 28,1997.
