Portland General Electric (PGE) Nuclear Quality Assurance Premam for Troian Nuclear Plant (PGE-8010. Revision 20)

In accordance with 10 CFR 50.54(a)(3), enclosed with this letter is Revision 20 to PGE-8010,

" Portland General Electric Nuclear Quality Assurance (QA) Program for Trojan Nuclear Plant."

This revision reflects administrative and corporate organizational changes which continue to meet the requirements of 10 CFR 50, Appendix B, as described in the attachment to this letter.

PGE certifies that PGE-8010, Revision 20, accurately presents changes made since the previous submittal (PGE-8010, Revision 19), necessary to reflect implementation of Possession-Only License NPF-1, Amendment #195. ,

The following Licensing Document Change Request (LDCR) is incorporated into Revision 20. A l brief description of the LDCR and the basis for the changes is included below.

i 96-030 The titles of"Vice President and Chief Nuclear Officer" and "Vice President, Nuclear," are removed from the text and replaced with " Trojan Site Executive and Plant General Manager," or

" Plant General Manager." Changes also include combining the positions and responsibilities of the "Vice President and Chief Nuclear Officer, Acting Vice President Nuclear, and Trojan Plant General Manager into one position.

These changes to the Nuclear Quality Assurance Program implement Possession-Only License NPF-1, Amendment #195, which was approved by NRC in a letter dated October 31,1996. These changes were determined to be in accordance with 10 CFR Part 50, Appendix B, Criterion I, of the Commission's regulations. The Nuclear Oversight Department still reports to the management position (Trojan Site Executive and Plant General Manager) that has corporate responsibility for overall nuclear safety and retains authority and organizational freedom to perform their quality assurance function.
