Dear Sir:
By letter dated October 22, 1991 (reference.U-601892), Illinois Power (IP) applied for amendment of Facility Operating License No. NPF-62, Appendix A - Technical Specifications, for Clinton Power Station (CPS). That request consisted, in part, of proposed changes to CPS Technical Specification 3/4.8.3.1, "Onsito Power Distribution Syste ns, Distribution -Operating," to resolve inconsistencies and,emove duplications with Technical Specification 3/4.8.4.3, " Reactor Protection System Electric Power Monitoring." Included in that request was a proposed change to Surveillance Requirement 4.8.3.1.4 to remove duplication with Surveillance Requirement '+.8.4.3.b. However, as proposed, revised Surveillance Requirement 4.8.3.1.4 is potentially confusing. The change to Surveillance Requirement 4.8.3.1.4 proposeEl iT IP's October 22, 1991 request consisted of deleting the requirement to perform a CHANNEL CALIBRATION of the RPS Solenoid Bus Power Monitors because this is redundant to the requirements of Surveillance Requirement 4.8.4. 3.b. However, as it was proposed to be. revised, Surveillance Requirement 4.8.3.1.4 would continue to require the . performance of a CHANNEL CALIBRATION of the RPS Soleniod Bus power supply Regulating Transformers. -Per Definition 1.4 of the CPS Tech'nical' Specifications, a CHANNEL CALIBRATION requires the performance of a CHANNEL FUNCTIONAL TEST which requires verification-of channel OPERABILITY, including alarm and/or trip functions and channel failure-trips. Because the RPS Solenoid Bus power supply Regulating Transformers-do not' provide any alarm or trip functions and their' vendor manual does not recommend field adjustment. subsequent to initial installation verification: testing, revised Surveillance Requirement 4.8.3.1.4., as proposed, leads to confusion and is not appropriate. As a result, IP now proposes that Surveillance Requirement 4.8.3.1.4-be l deleted-in.its entirety. - to this letter provides replacement pages for the affected marked-up pages for Technical Specifications 3/4.8.3.1 and 3/4.8.4.3 contained in IP's October 22, 1991 request (i.e., pages 7 through 11 of Attachment 2 to U-601892).
The additional changes being proposed by this supplement are identified by double change bars. Further, an affidavit supporting the facts set forth in this letter and its attachments is provided in Attachment 1, IP has reviewed the Basis for No Significant Hazards Consideration contained in IP's October 22, 1991 amendment request and has concluded that the additional changes contained in this supplement do not alter 4 the bases or conclusions provided in those assessments. Additionally, the changes contained in this supplement do not alter IP's determination that the proposed changes meet the criteria given in 10CFR51.22(c)(9)- for a categorical exclusion from the requirement for an Environmental Impact Statement.
