Introduction r
On August 12, 1994, the_ intention to permanently terminate construction activities on the Perry Nuclear Pover Plant (PNPP) Unit 2 was formally announced. This Site Stabilization Plan provides a summary of planned activities with respect to PNPP Unit 2.

Programs Termination of the PNPP Unit 2 Construction Permit vill not adversely impact the safe operation of PNPP Unit 1.
Systems and equipment that were originally to be shared by both units or intended for Unit 2, but are now used to support PNPP Unit 1 operations, vill continue under the full control of PNPP Unit 1 programs.
In addition, activities at the PNPP site which would have been conducted under the authority of the PNPP Unit 2 Construction Permit vill be addressed, as appropriate, in PNPP Unit 1 programs such as the Physical Security Plan, OA Program, and Pire Protection Program.

Permits Several activities associated with PNPP Unit 2 activities are i
conducted under permits issued by other regulatory agencies. The need to retain, modify, and/or renew those aspects of the permits which relate to the cancellation of PNPP Unit 2 vill be discussed with these regulatory agencies.

Commitments Licensing commitments identified through the PNPP Commitment Tracking Program as related to PNPP Unit 2 activities vere reviewed to confirm that cancellation of the PNPP Unit 2 Construction Permit vill not impact the safe operation of PNPP Unit 1.
PNPP vill appropriately disposition commitments following cancellation of the Construction Permit.

PNPP Unit 1 Operating License, USAR, and PNPP Unit 2 Construction Permit The PNPP Unit 1 Operating License and Updated Safety Analysis Report (USAR), as well as the PNPP Unit 2 Construction Permit, were reviewed to assess any potential impact to the safe operation of PNPP Unit 1 due to cancellation of the PNPP Unit 2 Construction Permit. These reviews resulted in the identification of the following three issues.
The PNPP Unit 2 Construction Permit Sections E.1 and F.1 delineate requirements associated with maintaining an underdrain system.
PNPP has a single Plant Underdrain System which incorporates structures

Page 2 of 2 associated with PNPP Units,1 and 2.
It is PNPP's intention to maintain this system utilizing existing PNPP Unit 1 programs. This vill ensure that a mechanism is in place to control groundwater level in the plant area.
The PNPP Unit 2 Construction Permit Section E.2 delineates the requirements for establishing a long term program for monitoring performance of the shale foundations at PNPr'.
As described in the USAR, a program has been established to perform this action; this program vill be maintained.
As discussed above under the Section entitled-" Programs", the systems and equipment identified in the Operating License and USAR that were originally to be shared by both units or intended for Unit 2, but are aov used to support PNPP Unit 1 operations, vili cc.ntinue under the full control of PNPP Unit 1 programs.

Stabilization Activities The PNPP Unit 2 powerblock has been enclosed within the PNPP Unit 1 Protected Area.
Following cancellation of the PNPP Unit 2 Construction Permit, PNPP Unit 1 programs will assume responsibility for maintenance and upkeep of the entire site.
Final reclamation and restoration of the PNPP site vill be addressed upon the decommissioning of PNPP Unit 1.
