Attached is a proposed change to the ANO-1 Technical Specifications relativa to the reactor vessel surveillance capsule withdrawal schedule at the Davis-Besse Unit 1 plant. Davis-Besse Unit 1 serves as a host reactor for

, the ANO-1 surveillance capsules. The change is a result of recommendations by Babcock & Wilcox (B&W) to the B&W Owners Group to enhance the overall data obtained from the B&W Owners Group's Integrated Reactor Vessel Surveillance Program.

, In accordance with 10CFR50.92(C), we have determined the proposed amendment l to have no Significant Hazards Consideration (SHC) and are including the basis of our SHC determination as an attachment to the proposed change.

Also, a copy of this amendment package is being forwarded to Mr. E. Frank Wilson, Director, Division of Environmental Health. The circumstances of this proposed amendment are not exigent or emergency; however, since the proposed change reflects the revised capsule insertion schedule to be implemented at Davis-Besse Unit 1 during the current refueling outage, prompt processing of this change request is requested.

F DESCRIPTION OF AMENDMENT REQUEST The installation of Arkansas Power and Light surveillance capsule designated ANI-F in the Davis-Besse reactor will be delayed from prior to the 4th cycle to prior to the 5th cycle. Additionally, capsule ANI-D will be inserted in location YZ rather than WZ. ANI-F will be inserted in location YX instead of YZ.

BASIS FOR PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION Arkansas Power and Light is a participant in the B&W Owners Group Integrated Reactor Vessel Surveillance Program (RVSP) which is described in detail in AP&L's letter of August 17, 1976. This program involves the irradiation of AP&L's surveillance capsules in the Davis-Besse reactor.

A review of the Integrated Reactor Vessel Surveillance Program Withdrawal Schedule has been perfonned. One of the recommendations resulting from this review is to delay the withdrawal of the B&W Owner's Group research capsule designated DB-LG1 so that it can accemulate neutron fli.cnce for one additional cycle in the Cavir Sesse reactor. When DR-LG1 is removed from the reactor prior to the 5th cycle at Davis-Besse, it is expected that it will have accumulated neutron fluence approximately equivalent to the fluence achieved at the 1/4T locatica in a typical 177FA plant at the end of '

i life (*7.8 x 1018 n/cm2 E > 1 MEV). As a result of this, it is necessary that Arkansas Power and Light's capsule designated ANI-F not be inserted in the Davis-Gesse reactor until DB-LG1 is .emoved. This is required in order to provido room for the research capsule. The delay in inserting ANI-F will have no adverse effect on the ANO-1 Reactor Vessel Surveillance Program because it contains only base and heat affected zone materials (no weld -

netal) which are not expected to affect the operating limits of the plant.

ANI-F will be irradiated ia a level approximately equivalent to the expected peak fluence at the End of Life at the inside surface of the ANO-1 reactor and then held as a standby capsule as specified by 10CFR50 Appendix H and ASTM E-185.

In addition to the delay in inserting ANI-F, the holder tube locations of ANI-D and ANI-F will be modified slightly to facilitate efficient handling on site. These changes in capsule locations will have no affect on the ANO-1 RVSP as the recommended locations are in the same relative positions to the core as those in the currently approved withdrawal schedule.

Thus, this proposed change will provide acditionel information from the research capsule. This information could be of benefit to both AP&L and the other B&W owners in the area of reactor vessel materials. Additionally, this change will not adversely affect the plant specific data as the data from capsule F is not expected to change the operating limits of ANO-1.

The proposed amendment request does not involve a Significant Hazards Consideration as it does not involve a significant increase in the probability or consequences of an accident previously evaluated.

, The Commission has provided guidance concerning the application of these i standards by providing certain examples (48 FR 14870). While this proposed j amendment does not exactly match any of the examples, the intent of the change is that of example (i) which involves administrative changes.
