Grand Gulf Nuclear Station Unit One Docket No. 50-416 License No. NPF-13 File 0260/0840/L-860.0 Proposed Amendment to the Operating License (PCOL-82/13)

AECM-82/626 In accordance with the provisions of 10 CFR 50.59 and 10 CFR 50.90, Mississippi Power & Light (MP&L) requests an amendment to License NPF-13 for Grand Gulf Nuclear Station Unit 1. The requested amendrent has two parts:

(1) Operating License Condition Item 2.C(42)h to be added as follows:

h. The provisions of Specifications 2.1.4; 3.3.2, Table 3.3.2-1, Item 3.a; 3.3.3, Table 3.3.3-1; applicable portions of 3.6.6 (as referenced by Note (h) of Table 3.3.2-1), 3.9.8; 3.9.9 and 3.9.11 may be suspended for the purpose of installing protective sleeves on the Bottom Entry Incore Assemblies.

(2) Revision to Operating License Condition 2.C(42)i to reduce turbulence during startup source replacement (Specification 3.9.11).

In accordance with provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC).

In accordance with the requirements of 10 CFR 170.22, we have determined the proposed amendment to be Class 111. A remitta nce of $4,000 will be express mailed this date as an attachment to this letter.
