! limit the safety benefit of the actions-identified in the GL, and submittal of appropriate changes ~. Our response identified the TS requirements for.

s periodic verification of minimum shutdown. cooling (SDC) loop flow, Surveillance 5 Requirement (SR) 4.9.8.1, as not always appropriate, and stated that we L Lanticipated proposing a change to this requirement within six months. Our letter dated November 6, 1989 (2CAN118903) informed you that we anticipated this submittal following the next regular Safety Review Committee meeting.

AP&L has determined that -a reduction in the minimum SDC loop flow f rom 3000 to 2000 gpm i_s appropriate', and proposes to modify TS SR'4.9.8.1 accordingly.

' ~ This change was determined to be acceptable by conservative evaluations of the SDC pump long term minimum flow requirements and minimum flow requirements for

-RCS. mixing as.related to the SAR' RCS Boron Dilution Accident Analysis. The proposed minimum flow reduction meets these requirements, while providing the benefit of greater margin to SDC suction line vortexing during operation with lowered RCS levels, a concern discussed in GL 88-17. The proposed flow

' limit was.also' verified to be conservative by a SDC vortexing test performed during the past 2R7'. refueling outage. A copy of the croposed change is attached for your review and approval. Similar changes have been reviewed and approved by the NRC for other licensees.

In accordance with 10CFR50.91(a)(1), and using the criteria in 10CFR50.92(c),

AP&L has determined that the proposed change involves no significant i hazards consideration.. Our basis for this determination is also attached for your review. The circumstances of the proposed change are neither t exigent.nor emergency; however, prompt NRC processing is requested. D 9,
