Proposed Amendment to the Unit 1 and Unit 2 Technical Soecifications 6.5.1.2 and 6.5.2.2 Pursuant to 10CFR50.90, llouston Lighting & Power Company (llL&P) hereby proposes to amend its Operating Licenses NPF-76 and NPF-80 by incorporating

, the attached proposed changes to the Technical Specifications for the South Texas Project Electric Generating Station (STPEGS) Units 1 and 2.

The prossed changes consist of the following:

  • Technical. Specification 6.5.1.2, proposed change to Plant Operations Review Committee composition
e Technical-Specification 6.5.2.2, proposed change to the composition L of the Nuclear Safety Review Board.

HL&P has reviewed the attached proposed amendment pursuant to 10CFR50.92 L and determined that it does not involve a significant hazards consideration.

-The basis for this determination is provided in the attachments. 'In addition, L based on the information contained in this submittal and the NRC Final Environmental Assessment for STPEGS Units 1 and 2, llL&P has concluded that, pursuant to 10CFR51, there are no significant radiological or non-radiological impacts associated with the proposed action and the proposed license amendment .'

b SIGNIFICANT HAZARDS EVALUATION FOR CHANGES TO r TECHNICAL SPECIFICATIONS RECARDING ADMINISTRATIVE CONTROLS FOR THE PLANT OPERATIONS REVIEW COMMITTEE (PORC)

Backcround Technical Specification 6.5.1.2 specifies PORC composition by management title. These titles are Plant Superintendent, Technical Services  !

Manager, Plant Operations Manager, Plant Engineering Manager, Maintenance Manager and Quality Engineering Manager. To avoid administrative Technical

> Specification changes for future organization changes, specific management titles for the composition of the PORC should be avoided. Administrative Technical Specification changes result in a unnecessary administrative burden on the NRC and STPEGS.

Pronosed Chance Delete the present PORC composition description and replace with the composition description as shown in Attachment 2. Attachment 2 provides a mark up of Technical Specification 6.5.1.2.

Safety Evaluation s

The proposed change vill allow the Plant Manager to appoint, in writing, the PORC membership from the listed plant disciplines instead of listing the specific membership titles. The proposed change lists the level of expertise required in a discipline without listing a specific titic. This proposed change prevents administrative changes to Technical Specifications for future organizational changes and the resulting changes in titles. This proposed change will reduce the number of future administrative Technical Specification changes which would otherwise be required without changing the expertise of PORC members.

The function of PORC will remain the same with the proposed change.

This function is to advise the Plant Manager on matters relating to nuclear safety. The deletion of the Plant Superintendent is administrative in nature in that the intent of Technical Specifications 6.5.1.2 will remain unchanged.

The Plant Superintendent position, which was useful when one plant was operating and the other under construction, is no longer needed since both units are now in commercial operation. By the deletion of the Superintendent level of management, communication between the Plant Manager and the various departments at STPEGS will be streamlined.

ST-llL-AE-3216 Determination of Significant Hazards Pursuant to 10CFR50.91 this analysis provides a determinatton that the proposed change to Technical-Specifications does not involve any significant hazards consideration as defined in 10CFR50.92.

1. Operation of STPEGS in accordance with the proposed amendment would not involve a significant increase in the probability or consequences of an accident previously evaluated. Because no aspects of the STPEGS organization that are important to safety are .

removed or diminished, the proposed amendment will not involve a significant increase in the probability or consequences of any accident previously evaluated.

2. Operation of STPEGS in accordance with the proposed amendment would not increase the possibility of a new or different kind of accident from any accident previously evaluated. The proposed amendment is administrative in nature and does not involve any changes to plant design or configuration. For this reason, it will not create the l possibility of a new or different kind of accident.
3. Operation of STPEGS in accordance with the proposed amendment would not involve a significant reduction-in a margin of safety. The proposed amendment does not remove or diminish any elements of the nuclear organization that are essential to the safe operation of STPEGS. It does not involve any changes to plant operating systems i

or associated safety analyses. For these reasons, the proposed i

amendment will not involve a significant reduction in the margin of safety.

l Conclusion The commission has provided guidance concerning the application of the standards for determining whether a significant hazards consideration exists, i' This guidance includes examples (51FR7750) of the type of amendments that are considered not likely to involve significant hazards considerations. The change proposed is similar to the examples of administracive changes identified in 51FR7750.
