Dear Mr. Grimes:

Enclosed is a summary of the SER meeting with the Mechanical Engineering Branch (MEB) on CESSAR-F Chapter 3, sections 3.2, 3.6, 3.7, and 3.9 held at Windsor, Ct. from June 22-25, 1981.

These meeting minutes have been discussed with you and your agreement with the contents has been obtained. Therefore, it is our understanding that, with this letter, the NRC staff review of the CESSAR-F sections mentioned above is complete and a Safety Evaluation Report will be issued on these sections. Combustion Engineering will follow-up this letter by amending CESSAR-F as indicated in the enclosure.

Summary The purpose of this meeting was to address the questions developed by the NRC's Mechanical Engineering Branch (MEB) on Chapter 3 of CESSAR-F. These questions to be addressed were forwarded to C-E in an NRC letter dated May 5,1981, which is included within as Attachment 1. The agenda prepared to resolve these ques-tions is shewn in Attachment 2. Resolution of all the questions was expected to result in issuance of a Safety Evaluation Report (SER) by the MEB on Sections 3.2, 3.6, 3.7, and 3.9 of CESSAR-F. The SER to be issued was included in the i NRC's May 5,1981 letter. 1 The meeting was opened with introductory remarks by Mr. G. A. Davis and Mr. A. E.

Scherer for C-E and by Mr. Chris Grimes, Mr. Bob Bosnak, and Mr. David Terao for i the NRC. All expressed interest in closing out all the unresolved issues on  ;

Sections 3.2, 3.6, 3.7, and 3.9 during the four day meeting so that an SER, satis- l factory to all parties, could be issued.

Over the first two days each NRC question was addressed individually by C-E. Res-olution of the questions was basically accomplished in one of two ways, (1) by C-E's agreement to revise CESSAR-F, or (2) by providing a written response to the ques-tion without any CESSAR-F change. Attachment 3 provides a response to each of the questions listed in Attachment 1. Each of these responses was discussed.in detail during the meeting. In addition, where the response requires a CESSAR-F change, a marked up copy of the affected CESSAR-F page(s) is provided in Attachment 4. With the exception of the CESSAR-F changes dealing with asymmetric loads and CENPD-168, questions numbered 11, 27, and 41, all marked up change pages were discussed and agreed to by C-E and the NRC on Tuesday afternoon. CESSAR-F revisions for the above two items were too lengthy and involved to have been prepared during the meeting but C-E agreed to revise and forward the change pages to the NRC for their concurrence.

Although the changed CESSAR-F sheets for asymmetric loads and CENPD-168 were not specifically agreed upon by C-E or the NRC at the meeting, there was a lengthy discussion about what should be in CESSAR-F and therefore these marked up sheets are also included in Attachment 4 of the meeting minutes for completeness.

A slide presentation was made by Mr. T. A. Natan and Mr. R. Longo on asymmetric loads on Wednesday afternoon and copies of slides used are included within as Attachment 5.

Apart from discussions of the questions from Attachment 1, the NRC was taken on a guided tour of the EPRI valve testing facility at Windsor and the C-E Avery and C-E KSB facility in Newington, New Hampshire.

Also included within as Attachment 6 is a list of additional information C-E pro-vided to MEB during the course of the meeting. With the information provided earlier in C-E letter, LD-81-012, of March 3,1981 and the telecopy sent to David Terao on June 17, 1981 this completes all the information requested of C-E by the MEB on Chapter 3 of CESSAR-F.

The only major item of disagreement between C-E and the NRC during the meeting was the scope of analyses results required in the applicant SAR's referencing i

CESSAR-F. C-E contends that only conclusions reached from the analyses need be indicated in the Applicants SAR, however, the NRC feels that specific num-erical results should be indicated in these SAR's. This particular disagree-ment went unresolved during the meeting.

Action Items For C-E:

1. Prepare draft meeting minutes by early the week of June 29, 1981 to the NRC questions on Chapter 3, Section 3.2, 3.6, 3.7, and 3.9 of CESSAR-F.
2. Transmit the revised pages of CESSAR-F by early the week of June 29, 1981 to the NRC to indicate those changes to be made by C-E in response to re-solving the NRC questions on Chapter 3.
3. Resolve NRC comments on the meeting minutes and formally issue the minutes.

1. Review and coninent, as necessary, upon the draft meeting minutes prepared by C-E.
2. Issue an SER on Sections 3.2, 3 6, 3.7, and 3.9 of CESSAR-F pending res-olution of all NRC questions from Attachmen'.1 of these meeting minutes.
