HL&P has reviewed the attached proposed revision to the November 29, 1989 ,

submittal and determined that a significant hazards evaluation is nct required pursuant to 10CFR50.91 because STPEGS is revising the November 29, 1989 submittal to maintain the current Technical Specification Surveillance requirement for void content of sheathing filler grease. The detep ' nation of l significant hazards considerations provided in the November 29, 190. letter and the conclusions that the proposed changes do not involve a sign.sicant '

hazards consideration remains valid. In addition, based on the information contained in this submittal and the NRC Final Environmental Assessment for STPEGS Units 1 and 2 HL&P has concluded that pursuant to 10CFR51, there are no significant radiological or nonradiological impacts associated with the proposed action and that the proposed license amendment will not have a significant effect on the quality of the environment.
