_ Proposed License Amendment Secondary Water Chemistry (File: 2-1511.1, 2-3720.1)

Gentlemen:

In review of our September 20, 1979 response to your letter of July 23, 1979 regarding a secondary water chemistry program, we have found our response not to be fully appropriate for Arkansas Nuclear One, Unit 2 (ANO-2) as it does not provide a closure to the issue.

In addition to existing Technical Specifications on steam generator tube leakage and inservice inspection of the steam generators, a proposed licensing condition should adequately assure the integrity of the ANO-2 steam generators in a more practicable manner than the implementation of Technical Specifications 3.7.1.6 and 4.7.1.6. We therefore wish to modify our September 20, 1979 response to include a proposed licensing amendment for the implementation of a secondary water chemistry program.

Attached is the licensing amendment which is submitted for your review and approval.

We request a delay in implementation of this amendment until sixty (60) days after issuance to allow time to properly implement the required water chemistry program.

e SECONDARY WATER CHEMISTRY MONITORING A secondary water chemistry monitoring program shalt be implemented to inhibit steam generator tube degradation. This program shall include:

1. Identification of a sampling schedule for the critical parameters and control points for these parameters;
2. Identification of .the procedures used to measure the values of the critical parameters;
3. Identification of process sampling points;
4. Procedure for the recording and management of data;
5. Procedures defining corrective actions for off control point chemistry conditions; and
6. A procedure identifying the authority responsible for the interpretation of the data, and the sequence and timing of administrative events required to initiate corrective action.
