NRC ACCEPTANCE OF REVISED MISSISSIPPI POWER & LIGHT COMPANY'S QUALITY ASSURANCE TOPICAL REPORT The Reaves /Conway letter of May 19, 1981 submitted Revision 2 to Mississippi Power

& Light Company's (MP&L) topical report, MPL-TOP-1 A, " Operational Quality Assurance Manual," for staff review and approval. Revision 2 revises the topical report to reflect organizational and programmatic changes, commitments to current regulatory guides, and editorial changes.

Based on our evaluation of the proposed changes described in Revision 2, we find that your revised topical report continues to meet the criteria of Appendix B to 10 CFR Part 50. Therefore, your revised topical report is acceptable, and you may implement it upon issuance of the revision. We do not intend to repeat our review (7 of this topical report when it is referenced in an applicaticn unless changes occur U in our acceptance criteria.

To use the topical report in future license applications, MP&L need only reference this topical report in Section 17 of the Safety Analysis Report. In addition, this QA program may be implemented immediately on all ongoing activities. In this re-gard, identify in your trantnittal letter those nuclear power plants that will be covered by Revision 2 to MPL-TOP-1A.

l l Should regulatory criteria or regulations change such that our conclusions about l this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire. Programmatic changes by MP&L to this topical report are to be submitted to NRC for review prior to imple-I men tation. Organizational changes are to be submitted no later than 30 days after announcement.

Please replace our lette r of September 17, 1979 and the enclosure to the December 11, IS78 letter which was the staff's evaluation of the report through Revision 0, with a copy of this letter and the enclosed topical report evaluation in your report, re-number the report MPL-TOP-1A, Revision 2 and resubmit 36 copies.

SUMMARY

OF TOPICAL REPORT Topical Report MPL-TOP-1A, Revision 2 describes the quality assurance (QA)' program which Mississippi Power & Light (MP&L) applies to those operational phase activities l involving safety-related structures, systems, and components of nuclear power plants l within the MP&L scope of work. MPL-TOP-1A, Revision 2 connits MP&L to comply with the requirements of Appendix B to 10 CFR Part 50 and to follow the regulatory posi-tion provided by the NRC in Regulatory Guides 1.8-Proposed Revision 2 (September 1980),1.26-Revision 3 (February 1976),1.29-Revision 3 (September 1978),1.30

( Augus t 11,1972),1.33-Revision 2 (February 1978), 1.37 (March 16, 1973), 1.38-Revision 2 (May 1977),1.39-Revision 2 (September 1977), 1.58-Revision 1 (September 1980),1.64-Revision 2 (June 1976),1.74 (February 1974),1.88-Revision 2 (October 1976),1.94-Revision 1 ( April 1976),1.116 (June 1976),1.123-Revision 1 (July 1977),

1.144-Revision 1 (September 1980), and 1.146 ( August 1980) as documented in Appendix A in the report.

MP&L has provided for our evaluation a detailed organizational description of those individuals and groups involved in carrying out activities required by the QA pro-p V

gram and a delineation of duties, responsibilities, and authority of those organiza-tional elements involved in the QA program. MPL-TOP-1 A, Revision 2 contains a des-cription' of the measures used to carry out the MPL QA program activities' and describes how applicable requirements of Appendix B to 10 CFR Part 50 will be satisfied by the j

administration and implementation of these measures.

SUMMARY

OF REGULATORY EVALUATION AND POSITION We have evaluated the QA program and the organizations responsible for QA functions l as described in MPL-TOP-1 A, Revision 2. We find that QA policy and direction ori-ginate at an acceptably high management leiel and are effectively communicated to other parts of the organization. Individuils performing QA functions have responsi-bility and authority commensurate with their duties in implementing the QA program.

We also find .that measures have been established to be implemented by written proce-dures and instructions which address each of the criteria of Aopendix B to 10 CFR l Part 50 in an acceptable manner.

I Based on our review and evaluation of MPL-TOP-1 A, Revision 2, we conclude that:

1. The organizations and persons performing QA functions within MP&L have the required independence and authority to effectively carry out Gie QA program without undue influence from those directly responsible for costs and schedules.
2. The MP&L QA program contains requirements and controls which, when properly O implemented, comply with the requirements of Appendi'x B to 10 CFR Part 50.
3. The MP&L topical report, MPL-TOP-1 A, Revision 2, " Operational Quality Assur-ance Manual," is acceptable for use in the operations phase activities of MP&L's nuclear power plants.
