An operator observed that SBGT train "C" relative humidity. heaters'did not function properly. SI 4.7.B.3.c was performed within two hours, to verify the,other two trains were operable.

Conditions' Prior to Occurrence:

Unit 1 at 85% power.

Unit 2 at 98% power.

Unit 3 at 98% power.

Action specified in the Techr.ical Specification Surveillance Requirements met due to inoperable equipment. Describe.

Performed required surveillance testing.
