Dear Mr. Denton:

At our meeting at the Waterford 3 site on April 14, I indicated, ameng other things, several organization changes which were recently implemented in order to strengthen our nuclear operations. One such change, in recognition of the importance of radiation protection, involved the changing of Health Physics reporting. It was made known that the Health Physics Engineer would report to the Waterford 3 Assistant Plant Manager - Nuclear, Operations and Maintenance rather than to the Technical Support Superintendent.

Since that time, members of your staff have suggested that the organization would be further improved by having the Health Physics organization report in such a manner as to increase the independence of the Health Physics organi-zation from operating pressures. As a result, Health Physics reporting will be maintained at the Assistant Plant Manager level, but Health Physics will report to the Assistant Plant Manager - Nuclear, Plant Services rather than the Assistant Plant Manager - Nuclear, Operations and Maintenance. The attached organization chart depicts the structure now in effect, and this in-formation has been provided to your staff for consideration in the Safety Evaluation Report to be issued on May 30, 1981.
