A RPS design deficiency which sometimes allows relay 5A-K17 to remain de-exiergized due to a relay race between relays SA-K16 and 5A-K17.

There was no danger to the health or safety of the public, no release of activity, no_ damage to the plant or equipment and no resulting significant chain of events.

Operations personnel have been informed that after loss of RPS power followed by

. restoration, if going to shutdown, a deliberate pause must be made in either startup or refuel before going to shutdown. A caution statement was added to E0I-5 and 0I-99 which' provides instructions to identify and resolve the problem.
