In accordance with the appl.icable provisions specified l in 10CFR50, Nebraska Public Power District requests that l the Cooper Nuclear Station Technical Fpecifications be revised to change the frequency of certain Standby Gas Treatment System surveill.ance testing requirements to I conform with BWR Standard Technical Specifications, Regulatory Guide 1.52. Revit., ion 2, March 1978, and ANS:1 p t(510- 1980.

The Attachnert contains a description of the proposed changes, the attendant 10CFR50.92 evaluation, and the l

applicable revised Technical Specification pages. This

! proposed cha' age has been reviewed by the necessary Safety Review Committees and incorporates all amendments to the CNS Facility Operating License through Amendment 130 issued May 24, 1989.

In addition to the signed original, 37 copies are also submitted for your use. By copy of this letter and attachment the appropriate State of Nebraska official is i being notified in accordance with 10CFR50.91(b) (1).

Copies to the NRC Region IV Office and the CNS Resident Inspector are also being sent in accordance with 10CFR50.4(b) (2).
