" Proposed Change No. 73 to Technical Specifications - Administrative Controls" Gentlemen: In the above reference, the District submitted a proposed change to the Cooper Nuclear Station Technical Specifications that revised among -other things, the membership description for the on-site review committee. Subsequent NRC staff review of this application generated several comments regarding the quorum and membership qualifications for the on-site review committee. These comments are resolved by certain clarifications and modifications made to the proposed Technical Specification page 220, that was submitted in the reference. A revised page 220 incorporating these changes ~ is attached for consideration. The District considers the no significant hazards consideration contained in the reference to still be valid.
