20555 Subject Sfacerford 3 SES Docket No. 50-382 License No. NPF-38 Pump and Valve Inservice Test Plan Revision 6, Change 2 Gentlement In accordance with 10CTR50.55a(g), " Inservice Inspection Requirements".
Louisiana Power & Light Company hereby submits Change 2 to Revision 6 to the Pump and Valve Inservice Test Plan. The Plan is prepared in accordance with the ASME Code Section XI, 1980 Editien with Addenda through Winter 1981. Change 2 adds four valves (two gate valves and two check valves) to the scope of testing under the plan. Two relief requests (3.1.57 and 3.1.58) associated with the change are also being hereby submitted. The relief requests vill be implemented into the Test Plan upon approval by your staff.
The circumstances surrounding this request have been discussed with members of your staff (from NRR and Region IV) on several occasions.
In these discussions LP&L expressed concern that testing the valves in accordance with Section XI would drastically increase the probability of chemically 1
contaminating the Emergency Feedwater System. As discussed with members of
-your staff, the quarterly surycillance for the subject valves is scheduled for December, 19S9, therefore LPLL requests an expedited review of the enclosed relief requests.
The attachment to this letter provides a summary of the submitted changes to the plan.
i Enclosed are the pages of the test plan affected by the change and the two relief requests and the associated 10CFR50.59 Safety Evaluation.
l It is hereby requested that the subject Test Plan changes be approved and the ASME Section XI code relief requested be granted pursuant to Section 50.55a(g) (6) (1) of 10CFR50.
