Conditions Prior to Occurrence: Unit 1 100% FP Unit 2 Cold Shutdown Unit 3 100% FP Description of Occurrence: ,

On January 5 at 0628 during an attempt to start Keovee Hydro Unit 2 from the Oconee control room, the field flashing breaker failed to close as j

' required. A second attempt was made at 0636 at which time the breaker  ;

closed normally. Keowee Unit 2 was then shut down in order to determine l the problem in the field flashing breaker.  !

l Apoarent Cause of Occurrence:

l l

All controls were checked and found to be in proper condition. The breaker  ;

was checked and cleaned, but no abnormalities were found. The cause is I undetermined.

l Analysis of Occurrence:

Keowee Unit 2 is one of several redundant sources of auxiliary power for the Oconee station. Keowee Unit 1 and the underground feeder cable were fully i operational and capable of supplying emergency power to all units, if required.

The health and safety of the public were not endangered by this incident.

I This incident is similar to a December 19, 1977 incident described in R0-269/77-29, which was transmitted by our letter of January 18, 1978.

Corrective Action:

The breaker contacts were cleaned and its clearances were checked. The control circuits were also checked.
